Friendship House American Indian

Healing Center, San Francisco

 

The Friendship House American Indian Healing Center of San Francisco was established in 1963 to serve American Indian tribes who were forcefully relocated from their reservations to the San Francisco Bay Area through the federal government’s Indian Relocation Program. Lebron Consulting Group has worked with Friendship House for the past 30+ years and helped support this community-based agency's significant growth and development through:

Grant and foundation proposal writing and contract management services; strategic planning, program development and capacity-building support; compliance and quality management oversight; measurement of performance outcomes, process and quality management evaluation, and annual dashboards and reports.  

 

Facilitation – development of best practices resources and stakeholder publications pertaining to the Friendship House Healing Model and Community Defined Evidence Practice (CDEP), the Friendship House Healing Model and Core Practices for Traditional Counselors Curriculum and the Supplemental Client Workbook, and the Friendship House Youth Program Path to Wellness Toolkit for Suicide Prevention, Intervention and Postvention Protocols.  

COUNTYWIDE

Monterey County Department of Health,  Behavioral Health Division

The Monterey County Department of Health, Behavioral Health Division received a six-year national system of care grant through Substance Abuse and Mental Health Services Administration (SAMHSA) to strengthen collaborative services among behavioral health, child welfare, juvenile justice and education; and increase stakeholder, community and legislative support for children, youth and young adults with serious emotional disturbances and their families and caregivers. Lebron Consulting Group helped support this countywide program through: Strategic planning, program development and capacity-building support; compliance and quality management oversight; facilitation – development of best practices resources, including the La Familia Sana Annual Report Card publication; measurement of performance outcomes, process and quality management evaluation, disseminated through annual findings dashboards and reports; and Participation in a six-year national system of care research and evaluation program.

Lebron Consulting Group created the MCSOC Evaluation Division and was responsible for the development of project logic models, training, stakeholder engagement, measurement, evaluation and oversight for Institutional Review Board (IRB) protocols. System of care partnerships included: Monterey County Health Department – Behavioral Health Division, Monterey County Department of Social and Employment Services, Monterey County Probation, and Monterey County Office of Education.

Administrative Office of the Courts

Judicial Council of CA 

The Administrative Office of the Courts (AOC) is the staff agency to the Judicial Council of California, the policy-making body of the state court system. The AOC California Native American Communities Justice Project engaged Native American communities in identifying needs relating to family violence. The project involved collaboration with tribes and community members to gather information and develop strategies to address the needs of Native American victims of family violence.

 

Lebron Consulting Group contracted with AOC to manage the urban component of this project and engaged urban American Indians in the local, regional and statewide planning process.  LCG selected two Urban Indian organizations (northern and southern California regions) to help identify community needs relating to family violence (domestic violence, sexual assault, stalking and teen dating violence). LCG attended AOC planning sessions, developed community-specific engagement plans, facilitated community and conference group activities, and assisted in the development of assessment forms, reports and publications. 

 

AOC report publications from the California Native American Communities Justice Project included a policy paper and research report. The research report of findings informed the policy direction of the state courts.

​California Mental Health

Services Authority 

 

California Mental Health Services Authority (CalMHSA) is an independent administrative and fiscal government agency focused on the efficient delivery of California mental health projects. CALMHSA operated within the statues governing the Joint Powers Authority Agreement and 34 million in funding.

 

Dr. Dorthy Lebron worked as the principal writer for CalMHSA’s Phase I Three Initiatives Application, Prevention and Early Intervention for Statewide Suicide Prevention, Stigma and Discrimination Reduction, and Student Mental Health.  The application was accepted and funded at the level of $40 million per year for a four-year period.  Post-funding, Dr. Lebron was the Senior Technical Writer for implementation services,  helping to develop the Request for Proposals to fund county and statewide programs and contractual scopes of work across twenty-five funded organizations.

 

Once the twenty-five programs were implemented, Dr. Lebron provided services as the CalMHSA Internal Evaluator: Dr. Lebron developed program-reporting templates and reported on the progress of 25 programs across three initiatives through quarterly dashboard presentations and internal evaluation reports; and provided contract and evaluation support to CalMHSA and the statewide evaluation contractor, RAND.
